Don’t sell land outright to foreigners – Lands Commission
The Central Regional Lands Commission Officer, Mr Yaw Aboagye Kyei, has cautioned against outright sale of land to foreigners and said no land must be sold to a foreigner for more than 50 years.
He said land is a limited resource and added that some land owners would became strangers in their own communities due to indiscriminate sale of land.
Mr Kyei said this at a forum organised by the Lands Commission to educate chiefs, assembly members, heads of departments and the people of Mfantseman Municipal Assembly on the Second Ghana Land Administration Project (LAP II) at Saltpond.
He said the first phase of land reforms, known as LAP I that was implemented from 2003 to 2010, carried out institutional reforms and undertook pilots on a number of initiatives such as Customary Boundary Demarcation, establishment of Customary Land Secretariats, Digitizing Land Records, establishment of Land Courts, Systematic Title Registration among others.
Mr Hans Jorie, Head of Public, Vested Lands Management Division, said a lands document published in 1999 revealed that the greatest problem in land administration was multiple sales, chiefs were not conversant of boundaries of land, insecurity of tenure, tenants did not take proper steps to document land and too many law, about 66 of them.
Mr John Obeng Mensah, Head of Land Registration Division, said the Second Phase (LAP II) is aimed at consolidating the gains made under Phase I by deepening the reforms to enable land sector agencies to be more responsive to clients.
Mr Issah Mahama, Head of Survey and mapping Division said sale of lands must not be shrouded in secrecy but must be made open to all.
He said the Lands Commission supervises only government lands and state invested lands and is not responsible for stool and family lands.
Miss Rachel Adjoa Amofa, the Deputy Coordinating Director, said land disputes consumed a lot of resources of the municipality and cautioned land owners to desist from multiple sales of lands.
Daasebre Kwebu Ewusi VII, President of Central Regional House of Chiefs and a former Member of Council of State, said data was important in chieftaincy administration and appealed to chiefs to protect stool lands.

LAND COMMISION SHOULD BE DECENTRALISED, LAND REGISTRATION SHOULD BE DATABASED AND WITH SUCH PROCESS ICT EVERYTHING WILL BE ON RECORD GENERATION AFTER GENERATION.
