NRSC reviews road safety action plan
The National Road Safety Commission (NRSC) has reviewed its Action Plan into access its effectiveness and take corrective measures to address short comings.
Mrs May Obiri Yeboah, Executive Director of the NRSC said the National Road Safety Strategy III covers a 10 year- period (2011-2020) with a broad objective of reducing road traffic casualties by 50 per cent in 2020 as recommended by the United Nations.
She said the Action Plans provide specific, measurable, achievable, realistic and time bound road safety interventions for implementation by eight institutions comprising the Motor Traffic and Transport Unit of Ghana Police Service, Driver Vehicle Licensing Authority, Ghana Highway Authority, Department of Urban and Feeder Roads, National Ambulance Service, Ghana Red Cross Society and the NRSC.
She said there are five pillars of activities in the United Nations Global Plan with indicators developed to measure progress in each of the areas such as road safety management, safer roads and mobility, safer vehicles, safer road users and post-crash response.
She said the United Nations Road Safety Collaboration would be responsible for the monitoring and evaluation of the impact of the strategy and would be determined though monitoring of pre-defined indicators relating to each of the five pillars, tracking milestones and conducting mid-term and end-term evaluations.
“We are two years to the mid-term evaluation by the international organisation and we have made no mistake as a country to review our performances over the past three years, asses ourselves critically so that we can make an objective input into the next Action Plan,” she said.
In a speech read on her behalf, Ms Dzifa Attivor Minister of Transport said even though the NRSC and its agencies deserve commendation for preparing the Action Plan, it would not on its own achieve much and would require full commitment by heads of the implementing agencies and a demonstration of responsibility as well as sense of urgency to road safety issues.
She urged the NRSC to ensure that the Action Plans are published for the benefit of the public to help in the education towards road safety.
“I will also urged the NRSC to put in place a robust monitoring and evaluation mechanism to ensure the timely implementation of the Action Plans by all agencies involved,” she said.
