THIS POLICY STEMS FROM THE LACK OF KNOWLEDGE ABOUT AVIATION OPERATIONS BY THE POLICY INITIATOR. THE AIR FREIGHT PER KILOGRAM IS ABOUT TEN TIMES HIGHER THAN LAND OR SEA FREIGHT. ANY IMPORTATION OF RICE BY AIR WILL SWELL THE PRICE OF THE COMMODITY ON THE MARKET, FAR BEYOND THE REACH OF THE ORDINARY CITIZEN.
