Ato Arthur urges HR Managers to protect their professional integrity

Dr Nana Ato Arthur, Head of the Office of the Local Government Service (LGS) has called on Human Resource Managers (HRM) in the various assemblies to adopt professional ethics and desist from all underhand dealings.

“I have been reliably informed that some of you put price tags on the processing of documents or inputs for colleagues. Often the lame excuse is to see officials in Accra.” 

I am equally aware that you take traveling and transport allowances any time you make official visits to Accra with input, yet you demand money from colleagues. This unethical and you must stop forthwith,” he warned.

Dr Ato Arthur was speaking under the theme: ” Towards efficient and effective human resource management in local government service” at the end of a three-day training  workshop to sharpen the knowledge and skills of HRMs of the Local Government Service (LGS) from the Greater Accra, Central and Western Regions at Elmina  on Thursday.

He urged the HRMs to develop the habitat of learning and sharing of skills, knowledge and best practices in pursuant of their roles as HR managers.

Dr Ato Arthur said the various HRM in the Metropolitan Municipal and District Assemblies (MMDAs) have varied capacities and development oriented deep-seated organisational cultures that others can learn to propel organisational growth in their respective localities.

He said so much was expected from staff of MMDAs and so HRMs must be very innovative, proactive and more determined and work to enhance congenial working environment that propels organisational growth and job satisfaction to help attain the desired objectives.

“The place of HR managers is extremely important in the operation of any progressive organization that employs people. They play a wide variety of roles and make fundamental strategic contributions to the organization’s culture and development,” Dr Ato Arthur said.

The Service exists to secure effective administration and management of decentralized local government system in the country in accordance with the Local Government Act, 2006 (Act 936) which seeks to elevate the Human Resource Unit (HRU).

The HRU, he said, will soon be upgraded into a full department under the Assemblies. 

Ideally, Dr Ato Arthur said, HRMs are advocates for both the organization and the people who work in the organization besides performing other professional relentless balancing acts to meet both needs. 

The Local Government Expert noted that the role of human resource managers the world over, had changed to suit the growing needs and demands of today’s dynamic organisational culture and norms.

To satisfy that need and respond promptly to such complexities at the workplace, he pledged to prioritised capacity building to refocus on general administrative duties of recruitment and selection, employee welfare, compensation, coaching, team building, conflict resolution and counseling of staff among others.

Dr Ato Arthur appealed to them to master the courage of innovation, proactiveness and be very pragmatic in the discharge of their duties and responsibilities as facilitating agents in their day-to-day activities.

They must ensure congenital working environment where every worker was poised and well-positioned to coordinate the activities of other line managers to promote harmony in the Service.

Mr Kingsley Agyei- Boahen, the Central Regional Coordinating Director, reiterated the need for HRMs to exercise high level of professionalism in the discharge of their duties with their code of conduct as their guiding principles.
