Co-ordinating Directors should resist corrupt practices – Minister
Mr Paul Evans Aidoo, Brong-Ahafo Regional Minister has called on Metropolitan, Municipal and District Co-ordinating Directors (MMDCDs) to exhibit strong ethical standards to resist all corrupt practices in the Assemblies.
He pointed out that they were required to strictly follow all laid-down rules and regulations that would ensure efficiency and productivity at Metropolitan, Municipal and District levels.
Mr Aidoo made the call in a speech read on his behalf at the opening session of a day’s Conference of Co-ordinating Directors in Ashanti and Brong-Ahafo Regions, organised by the Local Government Service Secretariat (LGSS) in Sunyani on Friday.
It was attended by 67 participants to share experiences on how to use their leadership roles and mobilising power at the local level to enhance the objectives of the decentralisation process.
There were presentations on Human Resource Management, Human Resource Development and District Development Facility and Functional Organisational Assessment Tool.
Others were Policy Planning, Budgeting, Monitoring and Evaluation (PPBME), Research, Statistics, Information Management (RSIM), Management and Technical Services (MTS) and Introduction to “Change” and “Change Management”.
The Brong-Ahafo Regional Minister noted that service delivery at the district level required efficient human resource and sustained capacity development since capacity development at that level was important to any decentralisation process.
Mr Aidoo, who is also the Member of Parliament for Sefwi-Wiawso, said the role of Co-ordinating Directors as significant contributors to the effective implementation of the decentralisation process could not be under-estimated.
He said they were consequently expected to harmonise the plans and programmes of the Metropolitan, Municipal and District Assemblies (MMDAs) to ensure that there was an integrated and collective approach to development.
“The Co-ordinating Directors are in charge of the day-to-day administration of the assemblies and therefore have major influence over the development activities in the districts as well as ensuring the well-being of the lives of the people,” Mr Aidoo emphasised.
He said it was therefore; imperative for them to be equipped with requisite capacity to handle changes in circumstances at the national and local levels.
Mr Calistus Mahama, Head of LGSS explained that the conference was to appraise them on the new local government policy initiatives and to obtain feedback from them.
He said it would inform them of issues that had come out through the monitoring of the LGSS to share ideas for best practices.
